The National Assembly (NA) and the National Council of Provinces (NCOP) have instructed the Constitutional Review Committee (the Committee) to engage in a public participation process for all stakeholders to contribute opinions and mechanisms on how to expropriate land without compensation.

Each province will be given three to four days for public hearings. This will depend on how many local municipalities are in the province and how big each province is. The hearings will be held during weekdays, namely Tuesdays, Wednesdays, Thursdays and Fridays. If need be, Saturdays will also be included. There are two options for proposed dates for the hearings and the final dates and venues will be confirmed closer to the time with the assistance of the Public Education Office (PEO) and the Parliament Democracy Offices (PDO).

After the public hearings have been held, the programme will continue in Cape Town to deliberate and present inputs from the public hearings and submissions, then a draft report will be presented to the respective party caucuses, followed by the adoption of the report by the Committee and then finally tabled at the NA and the NCOP no later than 30 August 2018.
